Updating my info on seller account

Ebay will not allow me to update my info on my seller's account. I have tried for weeks. On the "Verify your existing details" page after clicking "next" I get "Something went wrong. Please try again later" on the same "verify your existing info page...

EBAY.....DO SOMETHING....your searches are sending me from a specific category to an "all category" search.I DON'T HAVE THE TIME TO FUMBLE AROUND BACKTRACKING TO THE CATEGORY AGAIN SO YOU ARE LOOSING $$$ with me and others just giving up. HELLO------...

When searching, results are switched to "all category" from, for instance, "collectibles". Or from "newly listed" to "best match". I know what I am looking for better than Ebay does and I am not going to look through 10's of thousands of items needle...

What is the best way to refund a buyer for an item not picked up at the post office after notice was left; need to do it right to recoup as many fees as possible (postage, final value, paypal)?
