Way back in July I sold an item and shipped with tracking. Apparently,
it was lost at his local post office which according to google reviews
is completely incompetent. In good faith I tried open a missing item
case with USPS, which obviously failed....
I recently sold an item for 70.00 and got a payout for 59.23. This is a
whopping 15% fee. Even 10% (fee from ~10 years ago) was pushing it but
it's clear ebay just keeps getting greedier and greedier. I will
absolutely not be selling on ebay anymore ...

ebay decides. It would be pretty grimy if they ignore their own policy
and side against me though. I tried offering a partial refund but the
buyer wasnt having it.
Are you very sure about that? Have you been in this exact scenario
before? Because as I said ebay's website seems to indicate I am in the
clear, and that the buyer is out of the 30 day timeframe.

even remember who chose the shipping service, according to ebay it says
"Buyer selected shipping service", I dont recall ever choosing a service
for that order myself but honestly ...
