Do Top Rated Sellers need to accept International returns for items to receive TR+ badge?

As of June 1st TRS's need to offer free returns domesticly for items to qualify for the badge. Do items qualify for the badge if the seller does not accept international returns? Thanks,HockeyPlusMore
