Negative feedack for non paying bidders

WHY cant you leave negative feedback for bidders who buy a item but dont pay?? It will give sellers a heads up about non paying bidders. Also when you look up items that sold, your item appears when it actually hasnt been sold.

Ive been told different stories but does anyone know who files the USPS insurance claim if item arrives damaged?? I always thought the buyer files a claim since they have all the evidence with them. Thanks

Dont know why this is but when I tried to open the page for new item specifics Sept 9th, it asks me to verify my identity asking me for my user name. First I was already signed into my account and I thought Ebay would never ask for any personal info....
