Wjhy ? when an individual has used fraud to get an item or not pay for it--- does EBay allow them to keep a profile and stay on the site even after the theft was reported to Ebay ???

I sold an item- the buyer asked for it to ship to a different address--- BUT - he was using a different email ??? The item shipped and USPS delivered it and he says he dod not get it ?? Both the buyer and the delivered to person had JUST joined Ebay ...
