Someone bought something internationally that was sent in flawless condition and says it was scratched. He offered to send it back or wanted a discount which I am not giving. What are my options and is there an eBay customer service number

Does eBay charge to revise a listing and if so what is the fee?

Is there a best time of day to have an auction end? Are "watchers" more apt to make another bid at a certain time. I live in the eastern time zone

If, as a seller of an item via auction, I am unhappy with a final bid price, then can I bid on it and pay the fees to stop from selling it?
