I don't understand. The buyer paid 9.50 for shipping. eBay says the cost of the label is $6. Pay it out of the 9.50. what's that about?

What do I need to do to be a Seller Hub user so I can upload videos?So far nothing I have had has sold, Tho I relist time and time again.Seems to me with all these so called buyers on Ebay, something would have sold.Thanks
