Why is a seller responsible for the mail service?

Why are sellers expected to pay for the mail service not delivering the product??? This should be eBay's responsibility since they are the company.

Sent the buyer his order and it says insufficient address. What do i do?

I messaged him and took almost a week to respond with a different address. I was only making a $1.25 on it.

Buyer received a partial refund and the item requested. Then won't remove negative feedback after said if I sent refund and another mug. She extorted me. Ebay won't fix it
