Hi, I have not had this happen before now and I should probably know
this but, who files a claim? and do they go through USPS? or Ebay?

Buyer received item broken. I do not want it back but want to send
refund. It doesn't have "damaged in shipping" as an option for refund.
It was insured through USPS so do I (seller) have to contact them for
any reimbursements?
