As a seller Setting for Shipping Rate - Retail or Discount that will be charged to the customer

Currently when a customer purchases an item they are charged the USPS retail rate. I would like to change this to charging the customer the discounted rate. Where do I find this setting? Thanks for any assistance. Stephen
