Trying to locate the setting to change from USPS retail pricing to discounted pricing.

Currently I am using USPS as my primary shipping company.  At one point I remembered that I was able to select retail price or the discount price that my customers would pay.  Currently it is set to charge the customers retail USPS pricing.  I would like to change it to the discounted price.  As of now I have been unable to find this setting.

You do realize that the discount that the sellers receive helps offset the 13% that ebay and pp charge on shipping.
