@friskya No, it was never in my watchlist at any time. Sometimes I put items in my cart instead of my watchlist to prevent sellers from sending me the offers to watchers, so I put it in my cart, and still received the offer. lol

No, it's not in my watchlist. I know because after I saw that I'd been offered a certain percent off, I looked in my watchlist to see if the item I thought about purchasing was there, and it's not.
