Is there a way to generate a second invoice for shipping after the post
office sends back an item but the buyer still wants it and is will to
pay for the shipping a second time?

Welcome to ebay selling. The only thing you can do when people don't pay
and don't communicate is to report the buyer for nonpayment, cancel the
transaction, and block them from bidding on your items. They are free to
make bids on other people's item...
