Some steals someone's credit card and opens and account on Ebay. Sorry,
but in that case, Ebay's fraud control should have picked it up
immediately. When a card doesn't match the billing address or the AVS
number is off, that is an immediate red flag...

That's the new Ebay concept. Force sellers to take stuff back at their
expense so they can have happy customers. They completely ignore the
costs to the seller. Soon, they will see a lot of sellers walking away
due to this requirement.
One of the easiest ways to defraud a seller is to have the package
redirected to another address. We are currently fighting with Fedex with
this issue. They have the package redirected and then claim they never
