@tsme35 We'll make sure this feedback is shared. This page contains the current information we have on reporting and reconciling your eBay sales for managed payments.
Buyers should be able to checkout with multiple items offering combined shipping, if the seller has set up their combined shipping rules in the listing. When I do get a call back the CS can't look at the financial statement to explain where they get the numbers
@tsme35 - We're not able to provide account specific support here. We can still share the feedback about these reports, but in terms of looking into individual reports this is something you'd need to speak to customer service about.

Just curious, did you ever actually read that announcement??? It is NOT automatic and about as clear as mud ... "we are keeping cases open for 10 more days from the time a buyer asked eBay to step". WHEN does a Buyer ask eBay to step in??? My understanding is when an INR comes to an end in the 3-4 days a Seller is given the Buyer is refunded and the Seller gets an unresolved strike if they have NOT refunded in their alloted time frame? What kind of protection is that??? I advised eBay (BEFORE THANKSGIVING) to push out when a Buyer can even process an INR by at least 7 days ... on my 2 INRs had eBay done that they never would have occurred because packages were delivered 2 days in to the 4 & 10 day extensions I got ...
The policy is NOT clear at all, TOO many moving parts, just make it simple and delay when INRs can be processed.
Hi @mr_lincoln - yes, I have read the announcement.
The action you mention is from the Spring 2020 Seller Update. In it we advised that in order to maintain INR protection you would need to use an integrated carrier or there was a possibility that an INR would be decided in a buyer's favor without requiring the buyer to contact us.
If an integrated carrier is used a buyer is able to ask us to step into a request, and the INR would proceed as detailed in the announcement.
I have repeatedly escalated your suggestion of extending the INR timeframes. I will share your input on this current announcement as well. Thanks!

This would avoid the scenario that this eBay buyer is having.

I am reading these changes to mean that for sellers enrolled in Managed Payments, the Promoted Listings ad fees will be deducted at time of sale, like the FVF is currently.
Is this correct and if so, when will this change take effect? Will sellers be notified in advance or just start seeing fees deducted without notice?
Also just to confirm, how will the TRS $30/quarter credit be applied for those in Managed Payments? Does issuing the credit "toward your total account funds" mean it will be put in a seller's available funds for payout?
Hi @valueaddedresource - I'm very limited in what I'm able to discuss when it comes to managed payments and its interactions with other aspects of your business. I can say that what the terms from your screenshot appear to describe is that Promoted Listing ad fees will now be netted at the time of payment for managed payments sellers (like Final Value Fees are). However, for specifics about how it will work in application, what it will look like, etc, I have to refer you to a payments-trained teammate.
Thank you tyler@ebay but this isn't juts a managed payments issue, it is a Promoted Listings and TRS issue. All sellers need to know about changes like this, not just those already in MP.
Hi @valueaddedresource - definitely respect where you're coming from, but I cannot address any aspect of how this applies to managed payments sellers, which is your questions are worded.
I can speak to the Promoted Listing credit for non-managed payment sellers however! Feel free to tag me into a thread with those questions and I'll work to get them addressed.
