I have seen many postings about disappearing drafts in the member to member support pages, but it seems nobody answers there, since only specific members are actually allowed to answer, and it's a dead zone! **bleep**? So much for Member to member support.
Anyway....yet another technical glitch to deal with on eBay.
I click relist with edits on my unsold items, change it up a bit (auction to fixed price or vice-versa, maybe change some photos, update the description, what have you). I then save a draft, to list at my convenience next month, but the draft does not appear in my saved drafts. My seller page shows zero drafts saved.
So, I test the system and try to list an item purely from scratch and save to drafts, and that does get saved, as it should. Instead of showing the actual 3 drafts I have going, the all selling page says I have 1 draft. (the test dummy draft)
IF I click sell similar from the unsold items, then save as draft it will show as a saved draft. SO that's a work-around.
What is really odd--- I actually am able to find my not quite ready relist drafts of unsold items. They are there on the sell an item page at the lower portion where all drafts can be found, but only the made from scratch brand new drafts will show up in my draft count on the all selling page.
So this is specifically an issue with the edit and relist it hyperlink not recognizing the pending listing as a draft. I guess it only wants a straight edit and relist it with no draft, although I never had this issue prior to May 2017.

I have seen this problem on M2M , The only reply I have been able to give is to report it to ebay. The more people report the problem the more likely it's to get moved up as a concern they actually do something about.
