I have tried bidding on several scopes but the process never passes a page advising on restrictions on international sales, which this is not. eBay CS claims there is some type of restriction on sales in VA, which
there is not, as well as in some other states like CA. Staff most unhelpful and uninformed. Anyone else?

Don't expect a CS rep to know anything about restrictions.
Perhaps they had it somehow listed in a category that is restricted? Was it listed in:
Sporting Goods > Hunting > Scopes, Optics & Lasers > Rifle Scopes

Same type of problem here in California. I tried to bid on Leupold scope mounts but couldn’t get past the message. Spent hours reading all the “restrictions” but was never able to complete a bid. The item did sell, with 4 bidders total, none of which were mine. I have purchased 2 scopes in the last year from eBay, so it could be the wording in the item for sale that is stopping my bid. I guess I will have to call eBay customer service because I never been to find a link to email them.

Many states have that restriction if its listed as a rifle scope, as that is considered a firearm.

There is no such definition or restriction in VA. I've actually bought a number of scopes through eBay as well
as other online sellers with no problem over the years. The only thing I picked up from CS was a passing reference
to an algorithm, which I suspect is the problem, but there does not seem to be a way to contact anyone who
knows anything to do something about it.

Apparently, there are several of us on this misdirected boat. No particular pattern as I was able to bid on 2 of 10 attempted last night. Oddly, I was able to bid on an auction from California but not one from 200 miles away in my home state.
