won't allow me to file a case for resolution

I bought an incorrect item a few months, ago. I contacted the seller before it was sent to cancel the order. It was cancelled, but somehow I must have done something outside eBay's automated system. eBay will not allow the seller to give me the refund, nor will eBay allow me to file a case with the Resolution Center. I have never received the item, nor have I ever received the refund. I simply want my money back!!

If you didn't receive a refund it may be because you were never charged.  There can a lag where they cancel each other out.

You only have 30 days from your payment date to file a complaint with eBay.  If you paid through PayPal, file a case with them.  Or you can open a case with your credit card company if you used one.  Otherwise you are out of luck.

If this is a high rater seller and therefore probably an honest one I would write to seller and ask they  send refund.  If they are agreeable but the system is not allowing you can go to paypal and send them a request for money.
