I shipped my item by priority mail insured.
The buyer says they never received it, and tracking indicates it was delivered, with this message::"DELIVERED TO AGENT FOR FINAL DELIVERY"
+ is there a way to find out what happened?
+ googling the address, it looks like a mail-forward service "Hanjin"
+ I am not sure how to proceed, since USPS says it was delivered...
thanks for any advice.

As far as I understand it , Ebay considers it delivered if USPS shows delivered.
What happens after it is delivered is not your responsibility.

Nothing happened, it’s delivered. The buyer is likely in Korea. I had a few Korean buyers play me for a fool and eBay forced me to give refunds(in the past). They used a forwarding service, the forwarding system gives them a 30 day locker in the facility. During that time the buyer is supposed to make a selection of method of delivery to their country.
One of two things happened: 1) the buyer is aware of the previous loophole that was exploited and is hoping you refund. 2) the buyer hasn’t received their item from the forwarding company. Hanjin is a huge company.
Of course if they open an INR eBay won’t care that it’s actually been received at the forwarding company and will hold you accountable for that INR on your metrics. But they won’t hold you accountable for lack of delivery.

As far as eBay ( and you as a seller ) are concerned, the package is indeed “ delivered”.
it has been transferred to either the destination country’s postal service or a private carrier. It is definitely possible that the buyer HASNT received the item… but for all intents and purposes, your job is completed.
