This policy link may answer your question. I know I was flagged for selling, to England, soil from the holy land. I had to change the listing and exclude them.
I hope that you get some answers on here. Good luck! https://www.ebay.fr/help/policies/prohibited-restricted-items/prohibited-restricted-items?id=4207.

Non-food items? That would exclude pretty much everything sold on eBay, wouldn’t it?

It might be you have in your title..."liquor...gin...scotch"....we know it's not real alcohol...but it's the words you might be using. Just a thought.

No idea what they meant by ‘non food’ but it doesn’t matter as’they’ must have been making it up.
You are using the EIS and they do have restrictions on sending items to each country. What are a couple of items that you haven’t been able to ship to France as quite a few of your listings to show shipping there?
The EIS also has size and weight restrictions so that may be part of the problem. I’ve also read that they may restrict some sellers based on a specific dollar amount.
