unable to change shipping policies, cannot delete duplicate policies. shipping labels are more expensive than usual. looking to offer local pickup, due to the weight of item.

You need to change all the shipping policy assignments to active listings before you can remove the policy. 

However, shipping is not going to go down. Never has.

You 100% need to start from scratch. I don't even want to suggest bulk edit - you need to go through your listings one by one.
