I shipped 3 packages Aug.2 and up til now it says "In Transit, Arriving Late".How long do my customers and I have to wait til I have to refund?

They can file an INR a day after the last estimated delivery date.

If tracking shows recent movement, they might put the case on hold for a few days to see if it does get delivered.

it is meant ebay's estimated delivery date, not USPS's (I am clarifying ... just in case).

You best bet is to be in constant touch with the buyer and to somehow convince them to not to rush filing a INR case.
