unable to issue refund

So I complained about this the other day on the seller board, just to complain, but one of the last sales I had before being switched to Managed Payments decided not to bother reading anything about what he bought and returned an item complaining about things I said were wrong with it in the listing.

In the meantime I had cleaned out PayPal leaving a zero balance.  

When it came back I immediately re-sold it to the under-bidder for a dollar less and for more shipping, in part hoping that it would come through as a PayPal transaction as a second chance offer on the original listing. No, it came through as MP. 

So I went to issue the refund to the original buyer here via eBay and it came up "there was a problem issuing this refund" twice in a row, leaving me unable to issue it.  No explanation why, just the error message.  

It appears my only option is to go into PayPal and refund there - but because the account is empty it will take about 7 days to clear.  If I do that and the buyer escalates in the meantime, he gets a double refund, because eBay just comes and takes it from me.   Now I can straighten that out, I did once before, but it's a hassle because I have to complain to eBay about 375 times and they can't change it until the PayPal clears anyways.  

So what do I do here?  I'm pretty well (censored) I think.

Have someone Friends & Family instantly into your PayPal balance, then you can pay them back.

If you have a PayPal Cash Plus account, you can add cash to your account from many retail locations using the PayPal app:

You should have transferred the funds to your Pay Pal account then to cover the refund.

The only way you'll be able to the refund, is to get the money in your Pay Pal account.
