The proper way to get a refund starts with filing a "case" in the Resolution Center, link in the bottom right corner of this page under "Help & Contact".
Some circumstances a buyer is responsible for the return shipping cost, in other situations the seller is responsible.

stop dealing with the seller and use your MBG to get the label from ebay
buyers are not required to interact with a seller during the returns process
the MBG works in conjunction with the returns process to avoid having to message the seller
