I am a new seller from Sri Lanka. I wish to offer Free International Shipping in my listing. Can you please advise me on how to do it?

Being in Sri Lanka, you are aware that you can't sell using PayPal, right? Otherwise, go to your Account. Select Business Policies under Selling. This will bring up all of the preset Payment, Shipping and Return policies.
Click Create Policy and select Shipping. This brings up a blank form where you will fill in your domestic and international shipping policies. Give the policy a descriptive name, Check the box to Set as Your Default Policy, then select your domestic shipping details like Flat - Same to all Buyers. The select something in the next box, like Economy Shipping (1-10 days), zero in the cost, and check free shipping box.
Next do the same thing under International. Select Worldwide under Ship To, the Service you'll use, and Zeros in the Cost boxes.
Then you'll have a few other options to check off and a place to set up Excluded countries. If your shipping worldwide, make sure your Exclusions are correct. Once you get it the way you want it, save it and exit out.
Now when you create a new listing, that shipping policy should automatically show under Shipping. If you revising or copying an old listing, be sure to change the shipping policy to your new one.
You'll probably have to use the Business Listing tool if your default Shipping policy doesn't show up in the Quick Listing tool.
Once you create a listing, review it and make sure everything is correct. You can always go back an Revise your Policy, but remember it will change all listings using that policy.
