return label question

are all returns done by priority mail? Like say I mailed buyer using first class and they want to return item because not as described or damaged, will ebay issue them a first class label?

If you used eBay labels to ship the item, the Return Label won't cost you any more than the original label ... no matter what service eBay decides to use.
