I had 2 itmes that I printed the shipping label for
unfortunatly one of them got wet so I thought I could just do a reprint of that label
but I got charged again for it
this happened a long time ago and I was told that it takes about 2 weeks since the post office wants to make sure the label wasnt used and then I got a refund
I just want to make sure this is still the case

Sounds like you accidentally purchased a new label instead of reprinting the original. Answer to your question (and more tips) below.

To reprint a label purchased through eBay (or download a copy of a QR code through the reprint function) from the website, go to this page, find the order and select Reprint from the Actions drop-down. The reprint option is available for 7 days.
To reprint from the app you can tap on the order. Next, tap the arrow on the blue button at the bottom and select Manage Shipping. On the next screen you can access the label.
In addition, if you used the single label flow, you will find a PDF copy of the label attached to the email confirmation sent when you purchased the label.
To void a shipping label purchased through eBay, go to this page, find the order and select Cancel from the Actions drop-down. The cancel option is available for 28 days.
It takes between 2-4 weeks to receive a refund on an unused, voided label as the carrier wants to make sure the label isn't used. You'll see the refund on your original source of payment (eBay funds, bank, credit card, etc) and the funds will appear in your account without an email notification.

Did you void the unused label.
You have 28 days to void the shipping label.
Go to your shipping labels and click Void in the menu next to the label.
It'll take 3 to 4 weeks to receive the refund.
