The seller canceled my shipment and returned my money, but the money was not paid into my account. He gave me a refund number but I can't log in to paypal, and I can't get in touch with ebay

When a seller files a Cancellation, the refund goes back to the funding source.  If that is a credit/debit card, it could take up to one billing cycle for it to show up.
