A buyer purchased a laptop from me but as soon as I shipped it he canceled the purchase and issued a return (Note: I have a no returns policy but this item is worth a decent amount and I didn't want any troubles). As soon as eBay gave me the options to refund, partially refund, etc., eBay said "This return is closed- buyer closed the return." this removed the ability for me to issue a partial refund (I just wanted to keep some of the money to cover shipping, that's all) but now I can't do that. My main question/concern is, is there a way to reopen a return once it's already been closed? I messaged eBay support and no response and it's been about a week. Thank you for your help!

No, neither you nor the buyer can reopen the return. If he cancelled the return, then let him keep the item. If he decides he really does want to return it, then he can open a return via paypal and pay for the return shipping himself.
You should just keep quiet, and let him decide what he wants to do.
