Item seem to be shipped, but stuck, dont know what to do. in ebay there is no option to ask a question why it is like that. and over 1,5 months of shipment stuck, i wonder how to get refund. it seems that my case is looping btween seller, ebay and shipping program (partner).

If it is past the estimated delivery date, you can open an item not received case. If it is not past thirty days, you can open the case on Ebay, use the resolution center at the bottom of every page. If it is past the thirty days, you can open the case at Paypal, you have six months to open the case there.

According to the rules of the Global Shipping Program (GSP) the Seller has fulfilled their requirement by successfully delivering your item to the GSP's hub in Erlanger, KY, which is shown by the tracking you posted.
Your future communications to find out what the status of your order should be with eBay. There is no point to sending questions to the Seller as they are no longer involved and probably will be the last to know (if ever) where your order is, and what happened to your order.
As others have posted, be sure to mind your timelines and deadlines for opening an Item Not Received (INR) case with eBay, don't wait until you blow a deadline!
If the item is in transit but just very slooooooooow, you would think that at least one or two tracking updates would have been posted. More likely: the item hasn't left the GSP hub because of a customs issue. What are the chances that the item you ordered is limited/prohibited by your country's customs laws? Or maybe they are trying to contact you with a customs-related issue....have you checked the spam folders for all of your email addresses?
It wouldn't be a customs/duties payment issue because eBay's GSP tacks that onto your bill right at checkout.
