I sold an expensive camera stating sale was final. Buyer decided there was a superficial scratch on the lens of one of several lenses. She wanted a partial refund ($800) AND she wanted to keep the lens because of course, as I knew, it still worked fine. I said I would refund partial if she sent the lens back. She said no. So I accepted the entire bundle back even though it said SALE FINAL. Now Paypal will keep the $82. fee from the original full price item I sold even after I fully refund the buyer?? Can I refund the buyer less the $82. paypal fee? What will happen? I assume negative feedback on my %100 perfect score... IDEAS??

No you cant refund less, why would you even think that? The buyer could then just file for the remaining refund.Since PP processed the original transaction for you, they expect to be paid for that.

No you have to refund full purchase price if/when buyer returns your item

som top rated sellers can withold up to 50% for a return fee or whatever its called
I am able to do this but choose not to.everyone gets a complete refund from me
I have heard of buyers going to paypal to get the rest of the money.I do not know how true it really is
when the camera comes back you may feel better about the situation
some sellers lose everything and would be glad to pay the fee for a safe return

It stinks that PayPal keeps the fee, but they did provide the service (twice, in this case). I guess they got tired of eBay payments being reversed.
Also, SALE FINAL is null and void if the item isn't as described. Where was the scratch? On the barrel or on the glass?

Superficial on the barrel I believe. I will have to take a look when it comes back but having used the lens it never affected the final product and the buyer must have known this or she would not have requested to keep it... I am really sick and tired of ebay and most likely I am pulling out after years of selling. I am not a big box, just sell my own stuff so it's really becoming a waste of my time. There is nothing you can do about the PayPal fees - they have done their end of the work, so they should not provide a refund to you. You shouldn't short the buyer - an INAD deserves, and will get, a 100% refund. Your 3% loss is a cost of doing business.
The silver lining is that, once in MP, you won't have this problem. When you refund a buyer, you get the appropriate adjustment in fees. Yes, you'll lose the $0.30 fixed fee, but that is nothing to worry about.

Managed Payments - where eBay handles the payment distribution to sellers. Some hate it, but I love it.

Paypal made that change about a year ago, i.e. there would be no refunds of processing fees whenever a seller did any kind of refund to a buyer. Before the change, paypal would refund the variable part of the fee on any refund. Paypal kept the 30 cents though.
Too bad you were not in managed payments. MP refunds the entire variable processing fee whenever a seller fully refunds a buyer. MP keeps the 30 cents though.

Yes, you definitely should look into it. They've been telling us about it for almost three years, and by the end of this year, you'll be forced to switch over.

@ruby3kids This platform offers a MBG to all buyers. Your own no returns policy is superseded by eBay’s return policy in the TOS. Unless this is a buyer’s remorse type of return you would have to refund.
PP has been keeping their portion even after a refund, that change was made quite some time ago. The only time a seller can keep any portion of a return is when they are TRS and offer free returns, which you've stated you do not, so no you cannot keep any portion at all. It happens; it's a part on selling online. Best of luck to you....
