I was able to use a smaller box for my shipment which reduced the shipping cost.  I would like to share this savings with the buyer by issuing a credit in Ebay, but i do not see where to get this done

Find the transaction in your paypal account and choose "Refund". Make sure that you change the amount, the default is a full refund.

I'm afraid it doesn't,  ebay does not do partial FVF credits.

Of course you are welcome to share that savings with your buyer. Remember that eBay is charging you the full Final Value Fees on the shipping the buyer paid you and you will not get that back. Your buyer agreed to pay the shipping price you advertised, you are not required to charge only the shipping cost.
