I bought an item below $600. The seller shipped with USPS no signature required. The USPS tracking shows it was delivered "PO Box PORTLAND, OR 97220". The shipping address is not a PO BOX. It's a normal regular street address of a freight forwarder which is a legitimate company I have used for many years without a single issue until now. My forwarder did not receive it. They have no PO BOX and every package is supposed to be delivered to their physical address. The package is either misdelivered to a wrong person/company's PO Box, or more likely, based on my forwarder's past experience, it is stuck somewhere in a post office and we need to contact USPS to find it out to deliver.
When I went to:

and tried to send a Help Request Form by clicking the blue button "Start Your Form", it says "Items addressed to a third-party reshipper are not eligible for further inquiry. " I had to ask the seller to do the step "3. Submit a Missing Mail Search Request" directly , since it requires sender's address which I don't know. l also searched on https://tools.usps.com/locations/home.htm to get the post office located at zip code 97220, which is "BIG RIVER" https://tools.usps.com/locations/details/1578572 I asked seller to call the phone number of that post office because the forwarder won't bother to call and I am on travel outside US and it's not convenient to make international call. I also asked seller to call USPS Customer Care Center 1-800-275-8777.
Sadly the seller won't respond at all.
In such case, if I file a non-receipt dispute on eBay or PayPal, will I win? I know the eBay/PayPal policy is signature is not required to prove delivery for item below $750. But in my case tracking shows item is delivered to a PO Box but the order has a street address. And the zip code 97220 is not the one in order address, although the two zip codes have only two different ending digits which indicate they are very close to each other.
If I file dispute on eBay and then lose, do I still have chance to file on PayPal? Or I should file on PayPal first? The bottom line is credit card chargeback with my bank. Does credit card dispute system requires signature to prove delivery regardless of the value?

If you ordered an item and you have not received it, file an item not received claim on eBay.

Right now, if you open an item not received case with anyone, you'll loose because tracking shows it was delivered.
You'll need to get a letter from USPS stating that the packages was not delivered to your address.

If you do have to file eventually at PP, they have a new option of 'item delivered to wrong address'.

What do you know about the seller? Could it be a scammer using the fake tracking number scam?
I can see mail getting delivered to the wrong address but a PO box? Is that PO box in the same zip code as the deliver to address is?

The seller is not a scammer. I placed two orders from him and received another order shipped with UPS, but the order with USPS not. The order's address is a normal street physical address with zip code 97251 while the USPS tracking shows it was delivered to a PO BOX located in 97220. This is a high volume seller. I guess they don't have time to contact USPS so won't reply me.

Do I still have the option to file on PayPal if I file on eBay first and then lose? And, I still have the credit card chargeback dispute option as the last resort in case I lose on both eBay and PayPal?
