is anyone else having a problem with Global Shipping

Global shipping is not being offered on my listings and I haven't taken it off as an option. Is anyone else having this problem?

I had this happen on a couple listings when I revised them last week. After about 12 hours it was back so I guess it was a temporary glitch in my case.
