Hello;

I went to exclude a country because the shipping is no longer working well and the list of regions is no longer working or coming up.  Plus I could not change anything so sadly I pressed saved and now it seems I have no exclusions anymore.  Is anyone else having this problem?

You should be able to create a custom Shipping Policy, set it as default and apply it to all your listings. Creating a custom Shipping Policy allows you to set up your excluded regions/countries and save it for future use. The Business Policies are very useful when creating listings. Just be sure to save your policies with names you'll remember.
