first class package question

i ship small items within the US using first class postage.  (under 16oz) i usually reuse bubble mailers, cutting them to size as needed.  recently i used a bubble mailer that had priority mail printed on it.  my customer said he had to pay $4 at delivery because of the priority mail mailer.  is this right?  i can not find anything on the usps website stating using priority padded mailer with first class postage was a no go.

You can't reuse PM packaging like that.  The PO will upgrade it to PM and there is postage due.   Your customer is telling you the truth.  You should pay them back.

I'm assuming you didn't take it in to the counter at the post office, they wouldn't have let you mail it like that. They would have told you to repackage or make you buy a new postage label for priority mail. You can't even use the priority tape they will charge you for priority.

You can reuse ordinary bubble mailers, just not Priority mail PFRE's. I would refund your buyer the $4 he paid for Priority shipping.

I'm pretty sure that it's printed right on the envelope, that it's only to be used for Priority Mail. Maybe that was on the part that you cut off.

That's right ... the text on the envelope says "This packaging is the property of the US Postal Service and is provided solely for use in sending Priority Mail shipments."

Years ago I shipped a box parcel post and had just a small strip of priority tape on it, luckily my post office sent it back to me or it would have been a $20 mistake and that was for a 6" strip of tape. Been very careful ever since

This statement is clearly printed in dark blue/bold  font on a USPS padded flat rate envelope and not in mice type - I can read it w/o my reading glasses

"This packaging is the property of the  U.S. Postal Service and is provided solely for us in sending Priority Mail shipments.  Misuse may be a violation of federal law."

Guess you need to promptly reimburse your buyer & apologize for this misstep.

BTW all Priority mail boxes/envelopes  have the same or similar statement.
