Hello, I'm sorry, I may write wrong in some words
I am purchased item in ebay website. But seller send me wrong item, and wont return item. he prepaid me the shipping of the product to my paypal address. I sent item to seller and he received after 1 month.
Now i have 2 question
can seller open dispute in paypal and return shipping money from me?
i cant see any button on sellers paypal for confirm that item received or i cant chat with seller from paypal to confirm that the product has arrived

Unless you open the return request via ebay, all you have done is stopped yourself from being helped. All ebay returns go directly through ebay. Did you ever open a return request on ebay for reason of "Received Wrong Item"? You have a limited time frame to do so from receipt of product - up to 30 days from delivery.
I would suggest you read all about ebay's policies & how to use the site properly to better help yourself. Paypal is not ebay.

Was your original return opened in Paypal or in eBay?
1. When the seller has sent you the shipping amount through PP they could put in a claim for that money back. But if that happens, you need to enter the tracking number of the package that you sent back to them. Basically that money they send you is for 'goods'. You show that you sent those 'goods' by showing that the package with the tracking number was sent back and received by them. I'm assuming that the tracking did show delivery confirmation to their address.
2. If your original return was opened in eBay than you need to contact customer service there with the tracking number so that they can enter it in the case and see that item has been returned.
If there was a return opened through Paypal, I'm not certain how you indicate that the item has been received. You might need to contact Paypal customer service.

I agree that it is usually better to open a claim on eBay first but not doing so doesn't mean that they are not going to receive their money back through Paypal.
It's possible that they did open a claim through eBay but received money for the international postage through Paypal. The seller in China would not have been able to enter a USPS label.
