If you offer free shipping, that is the only time you pay to ship to the GSP (and anytime you offer free shipping, you should be incorporating the shipping cost into the item price so you don't lose money). if you don't offer free shipping then the buyer pays whatever domestic shipping cost you specify on the listing and they pay the international shipping cost in a separate payment to the GSP.
