A package arrived ebay`s consolidation center for ebay standard shipping in Philadelphia 3 weeks ago and then no updates, it says still being processed at that location. I was charged for that shipment on September 12 (over a weeks ago), which usually is done when a shipment is on the way out of the US.
I did the same route last month, and packages stayed at that location for a day or two; now it`s been 3 weeks. Who should I contact?

Little confused by your post. What was this item and was it a domestic shipment? If it was domestic not sure why it would not simply ship direct to the buyer. If it was international, where is the buyer located and what eBay service did it go through? I was not aware eBay had a facility in PA.

ebay provides its own shipping services for international orders. The one I use is a standard international delivery (with up to $100 coverage/insurance). ebay has many facilities, depending on which route/country a package goes.

I didn’t realize eBay international standard was still being used. I’m not sure who you should contact. If you look at the tracking number on paecelapps.com dies it stay what facility it is at (DHL etc)? I don’t think those packages are handled at an eBay facility but by a carrier they contracted. The tracking number does start with ES?

Thank you for the explanation. I looked this up in the help files and they have a process to file a claim for an item that appears to be lost.
https://www.pip-claim.com/PIPClaim/eBayIntClaim/CreateeBayClaim
Each eBay international standard delivery shipment includes a $100 shipping protection plan to help in case of lost or damaged items.
If you believe your package was lost in shipping, you must wait 30 days to file a claim. You can reduce the amount of the claim if your shipment was only partially lost or damaged, however the claim amount cannot be more than the item's sold price.
To file a claim, select the button below and add the following information to the form:
Claims must be filed no later than 90 days from the date the shipping label was created.

No, it doesn`t say DHL or such, it says that the package is being processed at consolidation center in PA/ebay still processing it, which is too long.

eBay International Standard shipments get processed through USPS processing centers, very similar to items sent via regular USPS international.

Is the seller overseas?
Is this a vehicle?

You may have missed a few points in the OP's posting and/or replies. It is an international sale and I don't believe it is a vehicle but if it is it is already at the consolidation center in PA. It appears that the package arrived at the center but has been lost or misplaced.

I am the seller in the US, not a vehicle; contrary, a very small 3 oz package going to Mainland China (the reason I used ebay`s shipping and not my own/PS and the most inexpensive option don`t offer full tracking). As I previously mentioned, other same size/same content packages to the same buyer were processed smoothly, but this one stuck according to tracking.

Did you try filling out the form I referenced? If so how did that process go?

It is not time yet (has to be at least 30 days). The buyer already sent his concerns about tracking not being updated about a week ago. I filed that process twice (very small amounts, under $20), and I remember it was a hell to deal with that claim processor (if I remember correctly, I didn`t get reimbursement for one lost package).

Sorry to hear of yet another eBay initiative/process/program that eBay fails to stand behind. Please return and let us know how this finally works out. I will search and see if there is a way to directly contact the center but I suspect that too is a major headache.

Once it arrived at the distribution centre you are not responsible for delivery.
If the customer opens a Not Received claim, give eBay the tracking number that shows delivery.
It's eBay/eIS's problem , not yours.
