eBay is broken again; no way to report it

I have an open case with a seller that didn't deliver. If I attempt to select "Ask us to step in" I get "Page Not Responding "

This puts me at the mercy of the seller.

If you've passed the deadlines at eBay, open an Item not received dispute at PayPal instead. You will get a link to close the case at eBay when you open a dispute at PayPal.

Then go back immediately and click Escalate to PayPal to get your refund.

"Page not responding" is more likely an issue with your ISP's internet connection. being on slow dial-up, I get this situation from time to time on various websites, not just eBay.

The solution is to disconnect, then re-establish the connection and try again.
