Did you follow the advice given when you asked you question on the member to member board?

After reading your other post, I don't really understand what happened. There should not have been any customs papers to fill out. Perhaps the seller just refused delivery in which case they should still have to refund you.  Is it possible for you to post the tracking information for when you sent the watch back? Or just post the tracking number her and the company that you used to send it...DHL, Fedex etc.

The US threshold is $800, if you a returning a watch valued at $3100 via FEDEX that would be by commercial invoice. If you did not declare the full value customs could claim fraud and seize the item. Fedex however has their own custom agency and clears their own packages. You can get an explanation from them, you don't need to contact US customs. Yours is a common scenario here, where the value is purposely reduced to avoid taxes. The result is the same, confiscation and loss. If the watch had been cleared and the seller didn't accept it because of the taxes involved, the item is normally shipped back to the sender providing that little box above the receiver's address was checked ' return to sender. ' Unfortunately, in that scenario you cant file for insurance, loss or even in most cases have it returned to you.
