This is more of a general statement/review and warning to sellers.
I've been buying and selling on eBay for almost 25 years on different accounts. Never have I had to make a shipping insurance claim with ShipCover in all that time. However, after this situation, I can honestly say I will never, under any circumstances, purchase eBay ShipCover again.
I had a buyer purchase a $400 new in box sealed package video card 09/03/23. I shipped it USPS Priority Mail and added $400 of insurance using ShipCover (Parcel Insurance Plan) coverage and signature delivery the next day. All went smooth, until the buyer opened a case stating the item was never received 09/17/23. I checked the tracking and sure enough, it had been reported "Out For Delivery" 09/07/23, but no further details. I responded to the case asking to wait a couple of days, just in case the item somehow slipped under a seat or something. I filed a missing mail claim with USPS. An investigator called me the following day and stated the package was either lost or had been delivered without a scan or signature. Obviously, no help since I already knew that but that clarified they were not going to assist further. Finally, it was my last day to respond to the case, I refunded the buyer 09/21/23. At this point, I was out both the $400 video card I sold at a discount, and roughly $24 for shipping/insurance/fees/etc. I tried to file a claim on the insurance, however eBay informed me I had to wait since the item tracking showed it neither delivered, returned or destroyed. I had to wait until after 10/23/23. On 10/24/23, I filed the shipping insurance claim with eBay ShipCover. They gave me a claim number and noted if I had not heard anything back from the insurance company by 10/01/23 (Yes, on 10/24/23, they were telling me I should hear something by 10/01/23) to contact the insurance company directly with the claim number. I figured it was a glitch in the automation for the response date and waiting until after 11/01/23. I contacted them and it was a 2 hour from hell call where they continually pivoted their reasons why this had not been processed. At first, they stated the item was still being delivered. When I pointed out it had been in that state for almost 2 months, they stated I didn't provide them the right information. I stated I didn't provide them any information, eBay did as their partner and I have no control over what they received. Then it was that eBay didn't inform them the dispute was completed on the customer's side. I told them again the dispute had been closed a month and a half ago. This went on and on with her asking to put me on hold over and over. It was as if each time I responded to their answer she went back to her supervisor for another reason why. Finally, she said she would need to hang up and research the issue further. She told me she would reach out after, which I didn't expect. When I got off the call with them I contacted eBay support. I went back and forth with them, however they very clearly told me they had nothing to do with the insurance and could not help in any way. I had to deal with the policy they sold me with the insurance company on my own. Later in the day, I received an email from the insurance company stating again the root of the problem was due to eBay. They claimed eBay has never informed them a case had been opened or the customer refunded. They stated they could not close the claim one way or another until after 11/24/23 without the buyer responding to them and confirming that they never received the item and confirming they were refunded. Then it stated I had to provide:
They stated *IF* the claim was not denied outright, they may require additional information from me to prove my loss and the value of the item.
So here I am, over 60 days since this debacle started, and I've spent hours talking on the phone and tracking down endless minutia information for the insurance company. I'm wondering if the issue is even going to be decided before the new year. They want me to file this the day after Thanksgiving, which I have no doubt will not get any attention until the first week of Christmas. Then, if they require more information, it will likely push further. I feel like they are just trying to get me to give up.
I've never had this issue with USPS, UPS, or FedEx insurance. You fill out the paperwork, and 7-21 days later you receive a check. This is what happens when you try to buy cheap insurance. Let my experience be a cautionary tale...

@synonyco2018 thank you for reaching out about your experience. We have located the call log for 11/3/23 and show your call was 2 minutes 39 seconds. Unfortunately we do not have a record of any 2 hour calls that day or earlier that week.
Here is the link to the ShipCover terms - https://pages.ebay.com/insurance/shipping/coverage.html. You must wait 30 days from the ship date before filing a claim for a lost package. Our records show you were eligible to file a claim for this package on 10/4/23. We received your claim on 10/24/23. Your claim is currently waiting for your buyer to verify the loss.
At the time you submitted your claim, eBay automatically sent a link to your buyer asking them to verify they did not receive the item or received it in damaged condition. If your buyer cannot locate that link or message, they can also use these alternate instructions we provided to you after your 11/3/23 call.
The buyer can verify the claim through My eBay:
1) Click "Won/Purchased" on the left-hand side.
2) Find the item and click on the description.
3) Click "View order details."
4) Click "Verify shipping insurance claim" and fill out the form.
As we mentioned in our 11/3/23 follow up email, the buyer has 30 days to respond electronically. If your buyer cannot or will not verify the claim using these instructions, then on or after 11/24, you may send a copy of your buyer’s original message about the loss or damage, along with a copy of your full eBay Order Details for this sale, to shipcoverclaims@pipinsure.com and we will be happy to manually review your claim. Claims are reviewed within 3-5 business days once we have the verification information.

Thanks for the attempt at gaslighting me about my experience and confirming I should never again use the service. I sincerely hope your claim of 3-5 business days will not be a lie like the rest of the service.

Thank you for the opportunity to assist you with this situation. We do have a record of all incoming calls and only have one call from you which occurred on 11/3 and was for 2 minutes 39 seconds. We are sorry to hear that you were on the phone with eBay for such an extended period and that they gave you incorrect information about the claim filing time periods.
If the buyer has opened a dispute at the time you submit your claim, at eBay’s discretion they will either send us the dispute details or they will send your buyer the verification link. For this particular claim, they sent the buyer a verification link and we do not have a record of or access to dispute details.
Once your buyer verifies the claim electronically, claims are processed in 3-5 business days. If your buyer cannot or will not verify the claim electronically within the 30 days they have to do so, please follow the instructions in our 11/3 email to provide the documentation required for manual review. Just to again follow-up....
Again, your record keeping appears to be wrong, as I made several calls to both you and ebay. I do not appreciate your continued insistence that apparently IDK what the hell I'm talking about when I was the one on the phone.
I have yet to be paid, even after being told the claim was approved on 11/26.
This completely broken process has been has been the biggest headache I've ever experienced in any refund/warranty claim in the 25 years I've been selling online. Again I would warn all sellers to stay the heck away from this if you don't want to still be fighting about receiving your refund and what calls you made. eBay points the finger at Shipcover and Shipcover points the finger at the customer and eBay.

Take a look at ShipSAVER as an alternative insurer. They integrate with ebay and others and have low rates with easy quick claims service.

Hi There,
I have been selling on eBay 24 Years, and have watched eBay come up with some Great Ideas for the Small Business. When SHIP COVER INSURANCE Came About I Thought I would give it a try. I use to ship Directly using UPS and UPS Insurance does work. You don't get the Discount Shipping Like eBay Shipping but you do get the Piece Of Mind. Low and behold after paying Hundreds and Hundreds of dollars to Ship Cover Insurance over the years , I Had a Claim and did submit the Claim. No Response, No Message, Nothing after 6 Weeks. I look the the other Sellers that used Ship Cover and I see the Phone Runaround Game in the Messages they left. It's Sad But but is Coincident with my Experience. I will Self Insure From this Point On.
Shipping with USPS I Loose 6-8 Packages a Year. Shipping with UPS I loose 0-1 a Year. If you ship something special, I suggest UPS and consider Upgrade to 2-Day Shipping the Loss Rate is the best I can
Find. If you Really Need Insurance, bite the Bullet and Ship Directly with UPS and insure directly with UPS.
As far as Allainz Ship Cover Insurance or the other Insurance "" Up to $100.00 Insurance Include "" as you see every time you purchase a Label on eBay it's a ""Hollow Promise "".
Again eBay is what I do and All I Do and its Great for the Little Business Person. I have the faith and believe eBay will see the light and find a way through the Shipping Insurance Problem.

Take a look at ShipSAVER, better insurance handling and lower cost with less hassle. Also for UPS (and USPS), try a free PirateShip account, same or better discounts with more features and great service. Plus integrates with ebay easily.
