The seller is not allowed to change the shipping address because doing so would void seller protections. You would need to request a cancellation. Although sellers are not required to cancel.
If the seller cancels then you can repurchase put in your correct address, if the seller relisted and he hasn't blocked you. If the item is being shipped via USPS you can have the PO hold your mail and packages going to that address used to make the purchase or submit a change of address.

I would not buy from a seller with that horrible feedback

The seller will ship to the name/address on the label. You needed to change your address before purchasing. The seller is not obligated to cancel or make any changes. If they ship, you will be responsible for all costs associated with the transaction.
Request a cancel, and hopefully the seller will honor it...but with low feedback and low positive score, they may not know what to do and ship anyway. Sellers should never change the address.
The proper way is to request a cancellation, seller cancels as problem with address & they relist the item. You make changes to your address within eBay, and if still interested, you can repurchase from the relisitng

You can't. Once you click to pay , it's set in stone. You have to request the seller cancel and if they accept , you can buy it again. Make sure the address you want it shipped to in entered before you click the pay button.

USPS does not hold mail for addresses you no longer live at or have control over. You can fill out the change of address form and USPS will forward mail addressed to you at that address to you, but they will not hold it. At least, they are not supposed to do that.

As others have noted. Ask for a cancellation and hope this seller cancels.
With 93.8% feedback score I wouldn't touch this seller's items with the proverbial 10 foot pole.

That 93.8 % feedback rating, in this case, is very subjective as a %age.
It is a low #, but that is caused by just one negative because of the low overall feedback.
In such cases, I ignore the # and look at the written feedback.
