Many USPS employees make up their own rules, or stick with obsolete policies. You might ask a supervisor or the Postmaster to give her a second opinion about use of "First Class Mail" envelopes. The only USPS packaging which requires a specific service is the Priority Mail boxes and envelopes which USPS provides.
