can't print shipping label

So I have already received a payout so dont have funds to cover label.  I have changed the info at the bottom of the page to PayPal.  The blue button now says 'set ups payments' and I click that but nothing happens.  I am already late shipping because I didn't have the right size box.  I tried to have Ebay call me but the calls are not coming in even tho they have the correct phone number.  Please help!!!!

I dont' know what's going on with Ebay shipping, but it's down. Can even select a shipping method. No labels will generate.

Having the same issue. Shipping services unavailable, so I cannot complete label.
