Why doesn't ebay refund FVF's on Shipping Overage Refunds?

Just wondering why ebay doesn't give refunds on FVF's to the seller when they refund overages on shipping, or give partial refunds. 

Besides just re-stating, "because we can get away with it", in so many words, why do they do this?

Etsy and other platforms will give automatic refunds if a partial item or shipping refund is given.

There is no monetary incentive for eBay to do so.

Because they don't refund fee's on partial refunds, don't know if there is a reason, they just don't do it.

eBay is already looking into FVF credits for partial refunds, e.g. on shipping.

We just need to be patient.

They do not refund fees for partial refunds in Managed Payments.
