the buy claimed the computer fans they purchase were not working and that they had verified this with the manufacturer.
i accept the return and get the fans back...... unopened still sealed
i reported the buyer and haven't completed the refund yet, what can i expect out of this situation, i'm hope to at least have the money i spent on shipping reimbursed

relist and move on. You might get a courtesy refund from eBay, but they won't go after the buyer. Personally I would save my courtesy refund (they don't give very many) for a rainy day, I doubt the fans cost a great deal to ship.

If that is the case, you might be able to report potential mail fraud to the postal inspectors. Perhaps it might lead to something if their investigation shows that the buyer does it habitually. Alas! I doubt that it will get you any of your money back.

You better complete the refund or it will be forced on you by eBay and you will get a defect on your account which is extremely bad.
You won't get your shipping reimbursed. Refund and move on. If you want to waste your time with filing postal reports as the previous poster suggests, knock yourself out.

Process that refund NOW. Don't waste anymore time. You need to process that refund before Ebay forces you to process the refund. If you allow that to happen, then you will get a defect on your account for not handling the SNAD in the appropriate time frame.
Reporting the buyer was exactly what you should have done and I'm glad you did that. But that will not change out the outcome of the SNAD needs to be processed. Ebay WILL NOT change the type of return to a Buyer's Remorse return nor will they deny this claim. But if you don't refund within the time frame allow. Ebay will take over and process it for you.

Oh gosh! Sorry for the frustrating experience! It really is maddening to find dishonest buyers like that. I am sure it feels terrible and one is frustrated to the max. Not a good feeling,
While I can't tell how you feel exactly, I CAN relate to it! I had a period in my earlier selling where I was banging my head over these return policies and even got "that" close to quitting selling! I mean seriously!
One think I learned from selling here is that theft, loss and dishonesty is all part of retail selling. Brick & Mortal stores deal with it everyday so I learned to work some of that into my business plan.
So I set up a contingency fund that I made from boosting my sale price a little on each item and setting that money aside in the cookie jar. Then when a return request or a fraud situation came in, I had money set aside to pay for it! While I didn't like it, doing that helped me depersonalize the issue and turn it into a business one. Made me realize nothing I could do about dishonest people - I can't change them.
Anyway, sorry this happened to you! Just take stock, learn a few things and go forward with less stress in your selling!

Tracking shows delivered to you, so the clock is ticking. If buyer escalates before you refund, you get a very serious case closed without seller resolution defect that can affect your selling privileges.
You need to refund the buyer before that is taken out of your hands by ebay~and they refund for you, out of your money. They don't want to step in and you don't want them to, either.
