Wrong shipping dimensions

I had a item on eBay that I sold. I forgot to change the shipping weight and dimensions to the correct setting before I sold. Can I change the weight and dimensions while creating the label. I have not created a label yet.

Yes, when you are on the label preparation page, you can change the package weight and/or dimensions. But if this results in a higher postage cost, you cannot ask the buyer to pay for that extra cost.

After it is sold, no you can't change the shipping the buyer saw and paid for.

What if it's the other way around:  After Buyer pays, Seller changes package weight/dimensions resulting in a LOWER shipping cost -- eBay doesn't then automatically refund the buyer, correct?

No...there is no automatic refund....there are a variety of reasons for that,

however, the seller must honor the agreed upon shipping (USPS Priority, UPS Ground, USPS Parcel, etc.....)

method...if the agreed upon shipping is less than charged on the listing, it is not incumbent on the seller to "refund" the difference. The shipping cost was agreed to upon the completion of the sale regardless of the final cost.....

The amount that the buyer has paid for shipping and handling is not connected to how much the seller pays for shipping.  There is no automatic refund nor extra charge if the actual cost is different from what the buyer paid.   Sellers are allowed to add a handling fee, so it is quite common for the buyer's payment to be greater than the actual postage cost, even if no error was involved.

My buyer paid with paypal. Can I refund the over payment thru Paypal. I will notify the buyer I am going to do this.  I just need to make sure I can print the label with the correct weight and amount. I want to make sure I get this resolved correctly as this is a valued repeat customer.

If you refund outside eBay, they can actually go back to eBay and get their total eBay payment refunded in full. 

Go through eBay to protect yourself.
