Why the eBay international standard delivery is charging more for the shipping label?

I shipped something small internationally (7.4 Oz) by using eBay international standard delivery. It was supposed to cost $15.00 and that is what I paid when I purchased the shipping label and sent out the package. 3 weeks later, I was charged $23.00 for the shipping label. What’s going on?

No, i think you're mistaken.
You weren't charged extra. The buyer pays the additional charge.

Hi @topcousa . eBay International Standard Delivery (eISD) labels are not billed to your account until after shipping and the carrier physically reviews the package. I've seen a few posts lately about people being up-charged for eISD.
If the consolidator determined your weight or dimensions were off when the package was audited at the hub, that will result in a higher charge. Perhaps your package was stuck with another, affecting the weight?
The only way to dispute an eISD label charge is to contact eBay customer service.

Not sure what you're referring to @albertabrightalberta when you say the buyer pays extra, but perhaps you read too quickly and mistook the original post to say eBay International Shipping (eIS) which is a different service?

Hi wastingtime101,
Post office Clerks always check all the packages to make sure the price and weight and size is accurate. I have a receipt from post office for that item, which shows the weight confirmed as 7.4oz.
Is there any eBay customer service that I can contact?

I'd take a pic of the receipt @topcousa and contact eBay CS through one of their social channels. Give them the order number and the tracking number and ask them to dispute the higher charge.
