Why is First Class Different at Post Office?

Hi everyone.  I just left the Post Office fuming (as usual ....USPS customer service gets worse and worse). The personal package I was sending weighed 15.9 oz.  That being said, I assumed I could send First Class.  According to the clerk, however, First Class is 13 Oz and less. Whaaaaat?  After a short exchange of words, I left. So before I make an ass out of myself at another Post Office, could someone please clue me in?

Over-the-counter retail First Class Package postage tops out at 13.0 ounces. You need to buy your First Class Package label on-line through eBay/PayPal in order to go as high as 15.999 ounces. Here's a direct link for non-eBay labels to purchase through PayPal:

The clerk was right: the weight limit for retail First Class packages is 13 ounces.  You can verify this in the official USPS rates publication:

also, usps gives a reduced price (slightly) for using the postage machine in the lobby or online purchases.... but you have to choose the commercial pricing to get up ton 15.99 oz first class.
